Article 4 — The Obligation This Course Fulfils
One more obligation belongs in this section, and it's the one most organisations overlook entirely: Article 4, AI literacy. It has applied since 2 February 2025 — the same date as the prohibited-practices tier — and it hasn't been softened by the deferral, only clarified.
Article 4 requires providers and deployers of AI systems to take measures ensuring, to their best extent, a sufficient level of AI literacy among their staff and anyone operating AI systems on their behalf — factoring in technical knowledge, experience, education, and the context the AI is used in. The 2026 Digital Omnibus softened the standard from guaranteeing proficiency to supporting staff development, but the duty itself remains live.
A structured AI literacy programme — covering how your systems work, where the risks sit, and what governance applies — is direct evidence of Article 4 compliance. Completing U4RIA Academy, and keeping a record of who has, is a defensible answer the next time a regulator or a customer's due diligence team asks how your organisation meets this obligation.
